One couple who tied their white mop of a dog to the fence outside a restaurant patio so the people sitting on the patio were being treated to it's constant yapping. The couple was upset when one of the people on the patio moved the dog and tied it's leash around a bicycle rack on the far side of the sidewalk. The owners popped out to complain—basically they have the right to tie their dog up where they want. Not sure what the person who moved the dog does for a living but she mentioned aggressive dog and the city animal control by-law while stating they were lucky animal control had not been called.
