I suspect one issue with this page is the heavy use of JavaScript causing that Javacript modules errors when opening the ePub (see image from calibre's e-book viewer.

Thank you! I appreciate you taking the time to explore this. Yes, I was signed in when I tried. EpubPress and Dotepub can both download from Substack when signed in (Pocket can't, though; with Pocket I had to email each article to Pocket, using Read Email Later).
It's never very pretty converting to ePub from this Substack, but at least WebToEpub does keep the images (EpubPress and Dotepub both strip them out)!
