It's easier to just point out that it's feature equivalent to the regular Paperwhite, but with the color screen.

All of the "premium" Kindles don't have the ad-supported option. Scribe, Signature Edition Paperwhites and Colorsoft, Oasis in the past. It's interesting that the regular Paperwhite equivalent Colorsoft doesn't have an ad-supported option. I wonder if it's because the Kindle ads would need to be in color. Has anyone bothered to look if that is the case?
