Mine is a bit high up so that I can barely reach the bar to open and close it.
It works smoothly but that bar has a locking force as if it's designed to keep burglars out.
I don't know about the Velux, but the normal "tilt & turn" have an eccentric bolt at every securing point for adjusting the tightness of the seal.
I also have a window where the floating pivot at the bottom for tilt has broken off.
It's called a "Wippe" or "rocker".
