What country are you in? Some form of geoblocking may be in effect.
Depening on your ISP, turning off modem for a few minutes and back on might give you new IP. Not if static IP (usually have to pay for those though) or a ISP-wide NAT though.
Might also be worth checking if all computers on your network are all clean.
