OTOH, a 16GB device reporting "0.2GB out of 0.48GB being available" does sound like an issue that might benefit from a power cycle/factory reset. My 32GB WiFi Kindle shows 26.91GB of 27.30GB. For a 16GB device, it should be showing just a titch more than 0.48GB (substracted 16GB from my storage would give 10.91GB of 11.3GB.
