I've taken an ePub and renamed the filename to the ISBN number. I've also renamed the name of the eBook in the OPF also to be the ISBN. I've also taken another ePub and only renamed the eBook to be the ISBN number and left the filename in the OPF as is.

Both eBooks had no problem opening in Books on my iPad Pro with the latest iPadOS.
