AFAIK a Library with issues, should not care if a device is or is not connected.
It works or fails.

Something else is in play. A Library is about books and metadata.
Devices are about your USER (per PC) config. The same device uses the same config, no mater which Library is current.

OTOH having a bad Automated task (plugin set to run when a specific Library is active), could.
Have you tried that library with plugins disabled?
