When I look at the table of contents of my current ebook, the cover, title page, dedication, chapters, ... are all listed.
Since you brought up the cereal box... What is the inside the box: the content (probably a plastic bag, maybe a toy, the cereal, ...); people eat the cereal, some may pick out the "candy" in the cereal. What's inside an ebook, the content (table of contents, cover, chapters, afterword, acknowledgment, author photo, ...), some may read some parts and skip other parts.
Just because I may not care about some of the content doesn't make it "not content" to me.
Again, IMO, YMMV.
