That is definitely true in the mystery genre - in fact, it's somewhat common, and oddly enough, more with big publishers. I've even seen a new book drop to £0.99 in the UK before it's even published in the US, much less on sale in the US - rare, but it happens. But usually the price drop is quite short - just for one day. I don't track enough new science fiction/fantasy books to know for sure in this genre, but don't know why it would be different.
