As far as I am aware, 8-12 posts should be enough to remove messages from needing moderation but I'm not certain that a limitation on attaching files/images exists since I've seen those on messages in moderation in the Kobo forum.
The major issue I've seen is users not being aware that to attach images, they need to Go Advanced and then use either the Paper Clip icon or the Manage Attachments button.
