Does your Touch now boot up to the initial setup screen? Can you connect to your computer over a USB connection? If so, you can try downloading updated firmware from Patrick Gaskin's Kobo Firmware Downloads, connecting over USB, unzipping the downloaded firmware update and copying it to the .kobo directory on your Touch, safely ejecting and letting it install. You may want to update in steps depending on how old the firmware on the Touch is.

If you are not in Europe, you can try downloading and installing the Kobo Desktop App and using it to configure/update your Touch over USB.
