You can't make one GUI for everything.
Laptop/Desktop needs a different GUI to a phone. Larger tablets are either limited by phone GUI, or crippled for content creation. Hence Chrome OS and Google's experiments with Windowing on larger Android. Chrome OS seems to do hybrid GUI better than MS Surface / Tablet, which doesn't quite work (Debian with Mate worked better on my Windows Tablet than Win10!).
I really gave ChromeOS a good try on an "netbook" sized laptop. In the end swapping BIOS to native boot Mint + Mate desktop only, works far better. Many Android Apps don't work on x86-64 ChromeOS, which uses a emulator anyway (can be done on linux) and the Linux on ChromeOS is crippled as it's in a container. No sensible interface to the Linux ChromeOS is running on, and everything is done by the Chrome Browser.
