One quick check on the USB connection which works if your computer beeps when an USB device connects is to plug your N647 and power it on. If you hear a beep, that suggests the pre-boot code has enabled/disabled USB. Did you use a new µSD card? If not you may want to try one. Otherwise, you are likely to be having a hardware issue which is not going to be worth fixing.
