Since the ASINs in question are no longer 'active' in Kindle Store, the cover thumbnail database doesn't have thumbnail images to download.
What is not clear is why your Scribe (2022?) gets them while your 2024 Paperwhite doesn't.
If you are able to determine the ASIN of the books that are no longer listed (e.g. copy the URL that is broken) and post it here, we might be able to reproduce and figure something out.
I probably have such books among my own purchases but would have to spend a lot of time scrolling through to find them as I have several thousand.
You could complain but I doubt there is anything ACS can do about it.

Actually, it’s not working on the scribe now. Stupid me did a factory reset on it. And the same books are not downloading covers..
