I think so. And then there was one other that followed it up really early on that kind of supported it.
I threw out my own pdf copy years ago in disgust so I can not give you an exact citation.
In their defence a lot of it was caused by horrible limitations in html 3.2 and css 1.0.
Luckily those days are long gone now.
