More likely, it's just a phased roll out and you are not in the first phase.
Kobo has been doing this for a long time, and all automatic updates from all companies should be done this way, so that problems can be found (and the roll out stopped) before they get propagated to huge numbers of people.
Either be patient (and grateful), or go back in old threads to find one of the many methods to update in an earlier phase. I think there's even a section in the kobo tricks wiki page on this.
