I'm not refering to Kobo's site but rather, the Dropbox (DB) folders that are created when setting up DB for sync'ing with the reader.

When I first did this, it downloaded more than 5 books to the Kobo but ignored another 10 or so. I was looking for one book on the reader but couldn't find it. So I checked the DB folders and it (and the others were there). Tried a sync but it didn't download. I deleted the book from DB and copied its epub back over to the folder and tried again. Still not sync'ing it.

It was only when I was on the reader and discovered the section where you can browse the DB folder from the reader is where I was able to download it.
