The default setting for Preferences->Behaviour->Use internal viewer for->PDF is unchecked, and it has been that way since at least version 0.8.4 (first Windows portable) - so you must have checked it at some time.

The fact that it is isn't on your new computer is probably because you didn't transfer the calibre configuration folder to your new PC.
