I just checked the links to the Français, Français - English (Oxford University Press 2019) and Français - Nederlands (Van Dale 2020) dictionaries and all worked for me.

I also checked the English - Français (Oxford University Press 2019) and the Nederlands - Français (Van Dale 2020) dictionaries and they worked as well.

Exactly which French dictionary did you try to download? Did you try a different browser? Installing from your Kobo ereader?
