I may have spoken too soon, and my search skills failed me. It looks like a lot of his books are indeed available, Spectrum Literary agency is the publisher. there are a few that are available on the kindle store but no publisher is listed (farmer in the sky, Between planets, the rolling stones, Farnham's Freehold), and I wonder if they're legit.

It looks like his last three books (during his lifetime) are not available as kindle books:
