Ah, I missed that it was in the UK.
I think the UK store just never notes whether it's a "digital list price discount" (even when it is), so Kobo's team always approve it, since they have guidelines to specifically look for it.
I never tried an after-the-original-price-goes-up price match, but good to know it works.
