For firmware 5.17.0, the only jailbreak that will work is WinterBreak which does require the Kindle be registered.

At this point, you are out of luck when it comes to being able to jailbreak your Kindle.

You can call Amazon Customer Service with the serial number to find out if your Paperwhite is blacklisted or you are having other issues.
