That is how the Qt filedialog works. It is designed to access files on your internal drive. Once you have typed in a /Volumes path you want, drag and drop it in the left pane of that Window (right underneath the bart folder) and it will be remembered from there on out.
This way you chose the locations/folders you want to repeat visit. So if you visit /Volumes often or just specific external devices often add them and they will be remembered.
