192 is Not routable from the outside.
OTOH I routinely access my main (Library) computer at 10.0.0.21 (comcast uses 10 instead of 192 ).
Another internal blockage is WiFi is set to block Peer-Peer or it may be that the WiFi devices are on other bands. My server is on a Wired part of the LAN so the WiFi peer is not an issue for me
