I have an old flip phone, that's probably the one they're complaining about- but it's probably to prevent downloading and decryption??
At least your email came from your country. I received the same email but from Amazon.co.uk which a bit funny since I live in Canada.

I would agree that this is about preventing download and decrypt and nothing to do with any "improvements".
