Try creating a shortcut to Viewer, and add the '--new-instance' to the Target in Properties and point Open with at that shortcut. Suggest you edit the name and/or change the icon, in calibre not the shortcut.

I have an AdHoc Programs folder in Start menu for this sort of thing.

Didn't work, works from command line, works if I use the .lnk directly from a file manager - should have tested with Open with, sorry. Might be my setup.
