What exactly did you do? I've used the patches for 4.38.23171 no problem.

Did you look in kobopatch.yaml? That's where you decide which patches you want to use. The ZIP file for 4.38.23171 goes in src.

The patches were changed to have them put in kobopatch.yaml to make it easier to pick which patches to use. So what you may be doing is going to each yaml file in the src directory and specifying yes/no instead of the Kobopatch.yaml file.
