Here’s my process on PW3:
ℹ️ I shared Wi-Fi through the hotspot on my phone.
• Factory reset kindle
• Select Language and Region
• Plug Kindle into PC and copy Winterbreak files
• Eject then unplug Kindle
• Register kindle, No thanks to „Kid Friendly“, No thanks to „Kindle Unlimited“
• Turn on airplane mode and plug kindle into computer
• Delete folder .active_context_sandbox
• Eject & unplug Kindle
• Reboot kindle
• Turn off airplane mode
• ❌ Download book from library & Download free book from Amazon Prime Reading. 💬 I didn’t have any books in the library and couldn’t figure out how to download a free book from Prime Reading.
• Go to the kindle store with the Wi-Fi connected and browse around for 10 minutes. 💬 While in the Kindle store, I checked out various books, read descriptions, and downloaded a free sample from a random book.
• Exit the store & let Kindle sleep for 30 minutes.
• Plug kindle into computer to check if it is done generating the folder with its files, check the folder .active_content_sandbox > store > resource > cachedresources.💬 At this point, there were files called „secondary store“ and „index“, and „localstorage“ was also there.
• Eject then unplug kindle
• Turn on airplane mode
• Plug kindle into computer
• Copy the „index“ file from Winterbreak AND delete localstorage directory
• Eject then unplug kindle & reboot
• Open Kindle Store, turn off Airplane mode when promted. At last, bingo!

I have a 10th gen Base Kindle that started out with 5.16.10.0.1 and could not jailbreak it after over a dozen attempts. Only the steps you outlined worked.
I followed your instructions and in spite of it upgrading to 5.17.1.0.3 during that final reboot step, I was able to get it jailbroken and hotfix installed.
