So... I set it zero, and it changed back to Never Delete, which was the setting I had it at all along. The only thing I can think of doing is to turn off "Add Title As A Tag" or set the Keep At Most option to an astronomical number.

EDIT: I don't know why, but Keep At Most doesn't have the option to save all issues for some recipes:
