You shouldn't modify the existing files in css/. Since they're part of the installation package, they'd be overwritten by an upgrade. FB2 documents are handled by MuPDF which uses html-user.css as the user style sheet (its default style sheet is hardcoded). doc/GUIDE.md mentions all the user style sheets that can be created in css/.
