The first reports indicate that USB access to a key folder used by WinterBreak (.active_content_sandbox) is blocked on 5.18.1, at least on the 2024 devices; some of the files required by the jailbreak simply cannot be copied onto the Kindle. So yes, it does look like the jailbreak won’t work on 5.18.1, at least on the 2024 Kindles.
