Generally speaking, calibre plugins have been created by people who see a need for them. In this case, one person asked about such a plugin and another person asked for advice on creating one but never returned since the 2 posts in the thread you linked are their only 2 posts.
I looked at RSVP and personally think it is useless and there was no evidence that it helped dyslexic, ADHD, etc. students improve their reading speed and/or comprehension. Much like the other snake oil improve your reading speed tools. Bionic reading, the various dyslexic fonts, Hyper Bold, etc.
Given that it would have to work as part of calibre's viewer to be of any use as a calibre plugin, I suspect that you were not looking at a calibre plugin but rather you were using either an external application set as the default for the ebook type you were reading or using calibre's content server to read through a web browser.
