that page has to do with my direct linking of the proxy, I guess they don't allow it..
since you are able to acess it through a proxy. it defenatly has to be a problem with the DNS, or for some reason your provider is blocking it (I cant think of a reason why)
my guess is a bad entry in your dns which the flush should have solved
the command should solve your problem
ipconfig /flushdns
If Nod32 is anything like some iterations of antivirus I have used. it could be blocking it. some does have site blocking capability.
another thing is that yous HOSTS file could be currupted, or some malware played around with it. open the file
Windows\system32\drivers\etc\
Hosts in a text editor, it should look short with only 1 or 2 entrys (127.0.0.1) if there is more there I expect a virus
