It is an incentive to update the software without blocking older versions completely. I assume they did not do a hard cutoff because they realize that some PC users are still running Windows 7 and are unable to update to the latest app versions that require Windows 10 or 11.

When they updated Kindle for Mac recently Amazon did a hard cutoff preventing the old versions from downloading any books at all. It would not surprise me if they do the same thing for Kindle for PC now that their new DRM has been out for awhile without being broken yet.

Amazon went back and produced KFX versions of even very old books. Lack of KFX format has nothing to do with this cutoff.
