And what about inconsiderate owners who don't notice/don't care that their dogs bark constantly when they are left at home?
And since this is the rant thread, let me tag on: People who slam doors shut. When I exit my apartment (since I have to lock from the outside anyway) I pull the door quietly shut while using my key to pull the latch open, then double lock. I know, this takes another two seconds out of my daily rituals.

I'm with you with the slaming doors.
I think some owners are immune to barking, It's bad enough when the dog is home alone, but when they are outside and the owner is right next to the dog and it barks their head off I have to bite my tong to not ask if they don't hear the barking, I would expect them to at least admonished the dog, it may ignore it but at least it looked like the owner cared.
And when you talk to some owners about the incessant barking the usual response is that their dog doesn’t bark.
