If the fuzziness goes away, problem solved, otherwise disable the rest, if the fuzziness persists the problem is deeper, if it goes away then its one of programs you just disabled… a process of elimination should find it.

Yes, those are programs and I only have 4 or 5 of them set to start with Windows. All are programs I need and use. But in addition to those there are a lot of processes running that have nothing to do with those few programs. Drivers, Dell processes, Windows processes and several others I have no idea what they are or do.
Edit: I disabled two of the 5 programs starting with Windows. No change. The rest are the built-in wifi program, audio and Windows Defender notifications - not likely culprits.
