The tooltip hasn't changed in this update and it is very wrong.
AFAIR, the "Ignore collections" is a list of collection names on the device that calibre will ignore. It will not add or remove books, and if an ignored collection is empty, calibre will not delete it.
i.e. if you have a collection on your Kobo called 'scrumpet', calibre will not touch that collection.
