I have an out of state Cecil County Maryland card that I purchased, in person, at the Elkton branch, in 2023. Current price is $35, and there is no mention of an eBook limitation.

While mine should be expired, I just checked, and, to my surprise, it still works.

AFAIK, Cecil County shares the same Overdrive collection with Baltimore. An all-eBooks search returns 27,141 results.

I was disappointed with their collection. Wait times are long. But if anyone is ever driving from, say, DC to NYC, and does not have access to one of the larger collections, a Cecil County branch might be a quick stop. The price is reasonable.
