One of the keys is that you must set up 2FA in order to register an older Kindle. You don't have to keep it turned on, but it must have been configured, as attempting to register the Kindle will send a code to any "push" method you have set up. You can't use a 2FA app that generates the codes...you need to have a code sent by Amazon.

If 2FA is currently enabled on your account, then on the second registration attempt, you use the "password+code" as the password. If 2FA is disabled, you use just the 2FA code as the password.
