Yes, Amazon has changed the way book covers show or not. Years ago, a sideloaded book had to be marked as EBOK for the cover to show; now it has to be marked as PDOC. If you downloaded it from the internet, chances are it's marked as EBOK and that's why you'd need to reconvert.
