Even then Amazon may not offer the update on the Content page! You can't buy a book again you've bought ordinarily. You can delete it and then you can buy it again. Used a 2nd account to verify the book was obviously updated (look inside can show too as the © date will have changed and maybe something else). The repurchase was the original version.
Amazon, not the publisher / content provider, decides if an existing purchaser can get an update or not. Seems that if it's not as an option on the content page you can't even buy the new version unless you use a different account!
Not sure what happens if you buy someone a "gift" ebook and they already have it. I might test that too in the spirit of scientific enquiry.
