You don't need to factory reset or re-do the jailbreak after updating the firmware, if you do the necessary preparations before updating the firmware.
If you already have jailbreak you need to install the newest version of "hotfix" package before installing the newer firmware. Then install newer firmware + do a couple more restarts (so no reset, but restart aka "reboot").
The you would check if ";log mrpi" command works or not. If iit works great you can proceed to reinstall KUAL and other staff you had and used on firmware 5.12.x. (if that stuff still works on new firmware, keeping in mind the whole switch to "armhf" ABI that happened with 5.16.3).
