Sorry, I never noticed your first post.

Every brand of processor has some time of ROM (as in mask programmed read-only memory) low-level loader built into it. Without that it would be difficult to load software on a newly manufactured device.

I know lots about Qualcomm processors, I've used Mediatek processors, I've flirted with Allwinner processors and I know nothing about Rockchip processors. Each of these have their own desktop software for interacting with their own processors.

If something bad enough has occurred that you can't get to ADB, fastboot, recovery or factory reset then you'll have to be using this Rockchip software. What it's called and where you can find it, I have no idea.
