Did you bother to look at the links for the WinterBreak and hotfix files? Hover on the link and see what your browser displays for the link.

https://github.com/KindleModding/Hotfix/releases/latest/download/Update_hotfix_universal.bin

You will notice that the links have /releases/latest/download as part of path. If you compare the files downloaded from those links to the files downloaded from going to the GitHub page and then clicking the latest button in the releases and then downloading the file, they are identical.

Not having the version number in the filename probably makes some of the scripting easier but that's just MNSHO.
