Any kindle with less than 32 G Flash can't even store 15k ebooks!

In general any ereader with 32G Flash has less than 32 G free and depending on size can store 12k to 20k ebooks.

BUT NOT in the "root". The root of mounted storage only allows 65K short file names (8.3) because it's usually FAT32. Typical ebook file names could use up to 10 entries. So 16k limit would be 4 entries per longer ebook filename. Typically you'd not get as many as 16k ebooks with long filenames in the "public mounted root". One reason why Android and newer Kindles use MTP.

Using a folder called "Books", or whatever extends you to 16k to 20k ebooks depending on file size. Without that you might get only 8K.

Conclusion
A 15k limit isn't unreasonable.

At one book a day, the 16k books will take you 43 years. A Kindle might last 20 if you replace the battery 2 to 4 times.
