I received a reply from the EU DG Employment, Social Affairs and Inclusion. Usual burocratic stuff. They (of course) don't have any app to verify that eBooks comply with their specs.
They referred me to their spec documents and invited me to come back with any further questions. I'm thinking of setting up an infinite loop so they can justify recruiting more staff.
