After the reboot, you opened the store, enabled WiFi when prompted and did not see the WinterBreak icon? Did you follow the troubleshooting tips on the Kindle Modding WiKi following each step?

When I installed WB, it worked on two Kindle PW4s with 5.17.1.0.3 so the firmware version is unlikely to be the issue.
