If Play Protect is off then it's possible that it's the calibre server, check the calibre log file @ %userprofile%\AppData\Local\calibre-cache, if you're on Windows.

Coincidentally, I just had the same problem connecting to the Calibre wireless server, the problem seemed to be Calibre itself. I just toggled the wireless connection and, voilą, it connected immediately.
