Very likely an unintentional bug. However it may be a sign that they were attempting to make a change of some sort related to Download & Transfer, likely nothing good for customers.
The problem may be a good thing from Amazon’s viewpoint since gives them an opportunity to see how many complaints removing this feature would generate.
